It is cotton on the top, and some kind of vinyl or water-proof lining underneath. It is comfortable and the bed doesn't sweat. But on another note. If you have bed bugs I would recommend getting rid of the bed altogther. My husband used to be an inspector for an exterminating company and I remember him telling me a story of a woman who had bed bugs that infested her entire home. Bed, sofa, dresser etc. She had to get rid of everything and fumigate the entire house, because they had infested the furniture. Well in that case, try a different type of bed cover, on that isn't vinyl, but is waterproof and hypoallergenic like the one i suggested.
