   I can almost bet you did not go to an exotic vet as this sounds like what one of mine deals with and yes it is upper respiratory and has nothing to do with her lungs because I do not let it get that far as you caught it before it did. It sounds like it has settled in your guinea pigs sinus glands and the mucus running down its throat is causing the problems. This condition is extremely painful for them, I have had to put Suzzi on pain meds at times to help her with the pain. Your guinea pigs needs to be on an antibiotic for 14 days, I was going to give you the name of what works best for her, however, it is not on the label, You can contact me through my answers email and I will contact my vet tomorrow and let you know what it is.

   Put it in the garbage and Get a new one for 10 bucks

   keep him in a quite warm place with warm bedding like fleece or an old towel try and give him some vegie treats (if he does not eat try and hand feed him but no forcing)

   It does sound like an allergy Cedar bedding is toxic to guinea pigs as it can to great harm to them!
   change the bedding you use like newspaper(although newspaper is a very poor one as it does not absorb properly) I herd that care fresh is Exellent here this guinea pig site might help you:) http://www.guinealynx.info/bedding.html
