My disabled mother got a addendum to her rental agreement today. It states that if it is not signed, she canbe evicted. If addendum states :
Residents SHALL remove clutter.
Residents SHALL keep unit clean. – it is added HOW to clean. Literally.
Residents SHALL avoid using secondhand or rental furniture. – States that if you have to, make sure its clean.
Residents SHALL cover mattress and boxsping with zippered vinyl covering.
Residents shall arrainge furniture to minimize bed bug hiding places.
Now, while some of this is common sense, I takeissue with a few things: Can a managing company require that a California tenent keep plasic coverings on mattresses? can they tell my mother how to clean from her wheelchair, how to arrainge furnature and what she may purchase to furnish her apartment?

We can demand clean, but not how to arrive at that. Nor does the landlord have any authority to determine what kind of furniture a resident would have, how they cover it etc.
The whole thing is weird, as bed bugs are personal parasites, I do not think any judge would allow an eviction.

2This is overkill. Bed bugs were largely wiped out in the U.S. when DDT was widely used. People bring them in from overseas travel to 3rd world countries. They typically leave them in hotels and motels. If a place is bed bug free then it won’t get them unless someone brings them in and introduces them to the apartment community.
If they want to prevent beg bugs then they should ban overseas guests, overseas travel, and hotel stays.

3If this is given to tenants and signed at same time as lease, YES.
Cannot be imposed at other times, as a part of lease with requirement of signature or eviction. The lease is a valid and binding agreement which can be modified ONLY by agreement of all parties to it. One side may not require the other to sign an addendum. One side may NOT evict the other for failure to sign an addendum.
Many leases say LL may impose reasonable rules and regulations at any time. Many would say some of these go beyond what is reasonable.
Yes, bedbugs were largely wiped out with DDT, but have been making a comeback and are VERY difficult to eradicate. I’d guess there are some in mom’s building and LL is trying to prevent them getting entrenched. And they are not from "foreigners" in most cases.
