It is unlikely that they will give much protection against bed bugs. These live in the bed frame and nearby furnishings such as a crack around the skirting board. The covers do give a good level of protection against bed mites but they must be washed at a high temperature on a regular basis.

No the bed bugs need to be encased in an absolutely air tight case, it will raise the co2 levels and kill the bed bugs and finally kill the eggs too. But I found a source that sell both.
you are counting on them living on the mattress..they are just as likely to be found a few feet away from the bed hiding during the day in the folds of curtains, along baseboards nearby furniture. If the cover you are talking about encases the whole mattress yes, if it is mainly a "fitted" sheet design then no.
